1. Since the death of President Félix Houphouët-Boigny, Côte d’Ivoire has entered a spiral of crises to which all the actions undertaken have failed to provide lasting solutions.
2. Concerned about the continued deterioration of the country’s socio-political and security climate, Presidents Henri Konan BEDIE and Laurent GBAGBO, during their meeting in Brussels, on July 29, 2019, decided to work to promote reconciliation Ivorians for a lasting peace in Côte d’Ivoire, by engaging their respective political parties.
3. The PDCI-RDA and the FPI, with a clearly expressed common will, undertook on April 30, 2020, as part of a collaboration agreement, to seek with the people of Côte d’Ivoire, the appropriate solutions. real reconciliation and lasting peace on Ivorian soil.
4. The PDCI-RDA and the FPI, after noting the failure of the reconciliation policy led by the regime of Mr. Alassane Ouattara, convinced themselves, before the presidential deadline of October 31, 2020, that no electoral process could be a bearer of peace in an unsatisfied socio-political climate, due to a lack of national consensus around the essential questions which affect the life of the Nation.
5. To do this, the PDCI-RDA and the FPI have repeatedly called, without being unfortunately heard, the RHDP regime for discussion and constructive dialogue between all the major players in national political life. The two parties, faithful to the values ​​of peace and with both the virtues of dialogue between their leaders, President Henri Konan BEDIE and Laurent GBAGBO, did not hesitate to seize ECOWAS and the UN in order to change the position. by Mr. Alassane Ouattara, about his refusal to discuss with the opposition.
6. The PDCI-RDA and the FPI, in accordance with the joint commitments made within the framework of their collaboration agreement, continue to favor negotiation as the only way out of Côte d’Ivoire from the current crisis which is plaguing many families. , since the announcement of the unconstitutional candidacy of Mr. Alassane Ouattara for a third term as President of the Republic.
7. The PDCI-RDA and the FPI believe that before the start of the discussions which must be held with all the stakeholders, it is essential to restore serenity and confidence between all the stakeholders, by calming the socio-political climate that is sinking. ‘has deteriorated considerably in recent months.
These acts of appeasement go through:
– The lifting of the blockade around the residences of all the leaders of the opposition political parties, in particular those of Prof. Maurice Kakou Guikahue, Messrs. Affi N’guessan, Albert Mabri Touakeusse and Prof. Hubert Oulaye;
– The return of the exiles headed by President Laurent Gbagbo, Prime Minister Guillaume Soro, Minister Charles Blé Goudé and Mayor Akossi Benjo;
– The release of all political, civilian and military prisoners, unjustly and illegally imprisoned;
– The end of all legal proceedings against opposition and civil society officials and activists;
8. The PDCI-RDA and the FPI call for these inclusive discussions to be conducted under the aegis of a facilitator, after adoption by all stakeholders, of a precise timetable and the subjects to be discussed.
